Frank Houx was born on December 12, 1854 in Lexington, Missouri. After ranching in Montana, Houx moved to Big Horn Basin, settling first at Corbett and later Cody, where he became involved in real estate and insurance. He was elected as Cody's first mayor in 1901 and also served as police justice, police commissioners, and mayor again in 1906. He was elected Secretary of State in 1910 and re-elected in 1914. Following Governor Kendrick's election to the US Senate, Houx became acting governor in February 1917. In 1919 he moved to Texas and entered into the oil business. Houx returned to Cody in 1935 and died there on April 3, 1941.
He was married twice and had five children.
