Frank Lucas was born in Grant City, Missouri in 1876, was raised in Iowa, and was publisher of several Iowa newspapers. In 1899 he moved to Buffalo, Wyoming in 1899 where he published The Buffalo Bulletin. He served in the Senate from 1915 to 1918 and the Senate from 1919-1922. He was elected secretary of state in 1922. Following the death of Governor William Ross, Lucas became acting governor from 1924 to 1925. In 1927, Lucas returned to Buffalo and continued publishing The Buffalo Bulletin. He died in Buffalo on November 26, 1948.
He married Ina B. Craven in Lynnville, Iowa in 1896. They had three children.
