Minnie Slaughter was born in 1850 and moved to Cheyenne in 1868. She was the daughter of Territorial and State Librarian John Slaughter.

Working as her father’s assistant, Minnie Slaughter was appointed State Librarian by the governor with the consent of the Territorial Council to fill the vacancy following his resignation. She served as such from March 14, 1890 until September 1892, and, by virtue of her position, was ex-officio Superintendent of Public Instruction from March 14, 1890 until October 11, 1890, when the newly elected state officer took office.

Slaughter died while visiting in Denver, Colorado, on September 11, 1892. Her remains were returned to Cheyenne and she is buried in Lakeview Cemetery.
