Stephen T. Farnwell was born in Cambridge, Massachusetts, in 1836. He engaged in freighting to the Black Hills from Cheyenne, Wyoming, and Sidney, Nebraska, before he came to Buffalo, Wyoming, in the early 1880's. He was appointed a justice of the peace before the organization of Johnson County in 1881 and was elected probate judge and county treasurer in 1884. Farwell was elected First State Superintendent of Public Instruction, serving from November 10, 1890 until January 7, 1895. He is reported to have died in Spokane, Washington.
