William Rex Schnitger was born on October 31, 1852 in Mineral Point, Wisconsin. He came to Wyoming in 1878 as a deputy US Marshal. Schnitger partnered with C.A. Riner in the insurance, real estate and coal business. He was active politics, serving as territorial and state legislatures, city marshal, and mayor. He was elected secretary of state in 1906 and served one term.

He married Emily Keith. They had one son (Rex Gustave).

Schnitger moved to Long Beach California in 1914 and died there on September 23, 1929.
