Richard J. Luman

Acting State Treasurer 1962-1963

Richard J. Luman was born in 1900 in Rock Springs. Most of his early life was spent in Sublette County, and served as a state representative and state senator from 1937 to 1949. He moved to Cheyenne in 1953 and was deputy state treasurer. Following the death of C.J. "Doc" Rogers, Luman became Acting State Treasurer for the remainder of Rogers' term. In 1963, Governor Clifford Hansen appointed him to Board of Equalization-Public Service Commission. In 1967, after the two boards were separated by legislative act, he was elected chairman of the Public Service Commission, which he held until 1969. He died on April 26, 1973 in Houston, Texas.
