William C. Irvine was born in 1852 in Carlisle, Pennsylvania. He came to Wyoming in 1872 and soon became owner of the Ogalalla Cattle Company at Ross, Converse County. During the raid on the TA Ranch during the Johnson County War in 1892, he was injured by a bullet. He served as treasurer of the Wyoming Stock Growers Association, a member of the Constitutional Convention, and state senator. He was appointed State Treasurer in 1903. After completing his term of office, he was the director of the Cheyenne Northern Railroad, promoter of the Wheatland Irrigation District, and director of war finance during World War I. Irvine died on July 27, 1924 in Santa Barbara, California and was buried in Cheyenne.
